(A) It shall be unlawful to deposit on any road any material which may be harmful to the surface thereof, or any waste material, or any glass, or others articles which may do injury to any person, animal or property.
(B) In the event any such material is accidentally deposited or spilled upon any road surface, the owner of such material shall remove such material and clean the road surface as soon as may be practical.
