(A) It shall be unlawful for any person, firm or corporation to cause, create or maintain any obstruction of any county road or other public way, except as may be specified by ordinance or by the Highway Supervisor.
(B) The obstruction of any county road or any right-of-way within the county, whether by abandoned vehicles within the meaning of I.C. 9-13-2-1, refuse or other property is hereby banned, with the exception of temporary obstructions for which a permit is obtained from the Board of Commissioners pursuant to the procedure in I.C. 8-1-23-2.
