It shall be unlawful to disturb, excavate, construct or lay any surface on any public road or other public way, or to repair the same, without having first secured a permit therefor. Applications for such permits shall be made to the Highway Supervisor and shall state the location of the intended work, the extent thereof, and the person or firm who is to do the actual construction work. No such permits shall be issued except where the work will conform to the reasonable requirements of the Highway Supervisor and County Commissioners.
