It is hereby declared to be the purpose of this chapter to enhance and preserve the public safety and welfare of persons and property in the county by encouraging registration of alarm systems, to encourage security alarm users and alarm businesses to maintain the operational reliability and proper use of alarms systems in order to limit the unnecessary responses to alarms by law enforcement agencies, and to provide penalties for violations of said ordinance.
