For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
EMPLOYEE. A person who is employed by the county, its department heads or elected officials, who is issued a warrant for compensation from any county fund, regardless of whether the fund requires appropriation by the county fiscal body. This shall include personnel hired for temporary work or as independent contractors.
