§ 38.078 OFFERS OPENED AFTER TIME STATED IN SOLICITATION.
   Offers may be opened after the time stated in the solicitation if both of the following apply:
   (A)   The purchasing agency makes a written determination that it is in the best interest of the governmental body to delay the opening; and
   (B)   The day, time and place of the rescheduled opening is announced at the day, time and place of the originally scheduled opening.
