§ 38.075 CONTRACTS INVOLVING STEEL PRODUCTS.
   (A)   Unless the head of the purchasing agency makes a written determination that the cost of the contract would be greater than 115% of the cost of the contract without the following requirements of divisions (A)(1) or (A)(2) below or the failure to impose the requirements of divisions (A)(1) or (A)(2) below, would not in any way harm the business of a facility that manufactures steel products in the state, or result in the reduction of employment or wages and benefits of employees of that facility, or if the purchase is less than $10,000, a solicitation must require that if any steel products are used in:
      (1)   The manufacture of the supplies required under the contract; or
      (2)   Supplies used in the performance of the services under the contract by the contractor or a subcontractor of the contractor.
   (B)   The steel products must be manufactured in the United States.
