If the purchasing agency determines that there is a need to provide notice for the engagement of professional services, the notice must:
(A) Be published in accordance with I.C. 5-3-1; and
(B) Include the location of the project, a general description of the project, general criteria to be used in selecting professional services firms, the place where any additional project descriptions or specifications are on file, the hours of business of the county and the last date for accepting statements of qualifications from interested parties.
