Beginning January 1, 1998, all of the excise surtax and wheel tax collected on motor vehicles registered in the county shall be distributed, as provided in I.C. 6-3.5-4 and I.C. 6-3.5-5, to the county, and town united of the county by the County Auditor and shall be used only to construct, reconstruct or repair, or maintain streets and roads under their jurisdiction.
