§ 90.10 MUZZLING PROCLAMATION.
   (A)   Whenever the prevalence of rabies renders such action necessary to protect the public health and safety, the Mayor shall issue a proclamation ordering every person owning or keeping an animal to confine it securely on his or her premises so that it cannot bite.
   (B)   No person shall violate such proclamation and any animal running at large during the time affixed in the proclamation may be killed by the police without notice to the owner.
