If the Finance, Taxes, Claims, and Supplies Committee fails or refuses to approve for payment any account, claim, or demand properly filed with the City Clerk and legally due or refuses to approve any requisition, said account, claim, or demand or requisition may be called up for consideration by the Board on motion duly seconded of any member of the Board.
