All liquidated and unliquidated claims, demands, and accounts on and with the city shall be made in writing and filed with the City Clerk who shall forthwith submit same to the Chairperson of the Finance Committee for examination and recommendation by said Committee for payment or rejection by the Board at the next meeting of the Board after receipt of such claim, demand, or account.
