Where the Board or a committee herein appointed desires to receive bids for the performance of services or work or both and the furnishing of materials or for the purchase of supplies, machinery, tools, and equipment, a written notice shall be given by handbill posted in not less than five public places in the city and may also be mailed to prospective bidders known to the Board or committee. Such notice shall state the work to be performed and materials to be furnished or the supplies, machinery, tools, or equipment to be purchased, shall state the city official with whom such bid shall be filed, and the hour of the day beyond which bids will not be accepted for filing.
