§ 130.140 CONGREGATION OF PERSONS PROHIBITING FLOW OF VEHICULAR OR PEDESTRIAN TRAFFIC.
   No person shall congregate with another or others in or on any public way or property in the city so as to hinder or halt the flow of vehicular or pedestrian traffic thereon.
