§ 130.138 REFUSE DUMP ON PRIVATE PREMISES PROHIBITED.
   No person shall establish, maintain, keep, or use any private premises within the city as a refuse dump for the purpose of depositing garbage, cans, debris, or rubbish of any kind of character thereon.
