It shall not be permitted to discharge or deposit into any natural outlet, drainage channel, or watercourse within the city, any sewage, industrial waste, garbage, polluted water, or any other substances which constitute a nuisance or hazard to the public health or welfare, except the effluent from a properly designed and approved sewage treatment facility or device which has been provided in accordance with the provisions of this chapter.
