§ 51.073 INSPECTIONS AND TESTS BY USER.
   It shall be the duty of the customer-user at any premises where backflow prevention assemblies are installed to have certified inspections and operational tests made at least once per year, as well as at the time of construction or installation. Annual inspections should be completed each year by September 13. In those instances where the Superintendent deems the hazard to be great enough, certified inspections may be required at more frequent intervals. These inspections and tests shall be at the expense of the water user and shall be performed by a tester certified by the state’s Department of Natural Resources. These assemblies shall be repaired, overhauled, or replaced at the expense of the customer-user whenever such assemblies are found to be defective. Records of such tests, repairs, and overhaul shall be mailed to and kept by the Superintendent for a period of five years. The report must be on an approved form and must contain the name, signature, and certificate number of the certified backflow prevention assembly tester attesting to the compliance of the assembly with established operational requirements. Routine reports shall be submitted within five days after making the inspection or test.
