Members of the Board of Aldermen, the Superintendent of Maintenance, and other employees of said city authorized by said Superintendent shall have unimpeded access at all reasonable times to premises receiving water service from said system for the purpose of determining the use being made of water being supplied to said premises or the amount of water consumed or for inspecting water lines located on said premises and for such other purposes deemed advisable for the proper operation and maintenance of said system and no person shall interfere with, prevent, or obstruct said city officials, agents, and employees seeking access to such premises.
