Plans, specifications and other pertinent information relating to proposed preliminary treatment or processing facilities shall be submitted to the town for examination and approval and no construction of such facilities shall begin until the town, through its Town Council, has given its written approval. Such approval shall not exempt the person from the obligation to make further reasonable adaptations of such facilities when such adaptations prove necessary to secure the results desired. Plans, specifications and other pertinent information, shall also be submitted to the Stream Pollution Control Board for approval in accordance with Stream Pollution Control Board Resolution No. 15.
