The Town Council shall, in accordance with the statutes of the state, make and enforce whatever bylaws, rules and regulations it may deem necessary for the safe, economical and efficient management of the town’s sewage works, for the construction and use of building sewers and connections to the sewerage system, in general, for the implementation of the provisions of this chapter.
