This chapter sets uniform requirements for discharge into the wastewater collection and treatment system of the town. Its implementation enables the town to meet the applicable effluent limitations, national standards of performance, and other discharge criteria which are required or authorized by regulating the quality and quantity of wastewater discharge into the town’s systems. This chapter further provides for the issuance of permits and the setting of user rates, charges and fees for the equitable distribution of costs. The town will use common sense, good judgment and moderation in carrying out the purpose of this chapter. Public cooperation and voluntary compliance will be encouraged and prosecution recommended only when all other options have been exhausted.
