Any person who, without authority, connects to the town water supply, or turns on and off a town water valve or reconnects a town meter, so as to use town water, without authority, commits theft of town property, and shall not, without Town Council approval, receive any future town services, shall be liable for the costs of repair and correction, and may be fined the maximum amount allowed by law, but will be assessed and must pay a reconnection fee as set forth in § 10.98 prior to reconnection of town services.
