§ 52.07 WOOD CHIPPING.
   (A)   Definition.
      WOOD CHIPPING. The process of entering natural wood products such as tree limbs into a machine designed to grind wood into wood chips. Lumber and other building materials are not considered natural wood products for the purposes of this definition.
   (B)   Residents eligible for free chipping service.
      (1)   Any permanent resident of Otterbein who pays utility bills is eligible.
      (2)   Allowing family members, friends or businesses to bring limbs into your property for chipping is not allowed.
      (3)   Persons who are in the business of tree trimming and/or removal are not eligible.
   (C)   Wood that can be chipped.
      (1)   Any tree limb under eight inches in diameter and no longer than eight feet long.
      (2)   Brush or bushes as long as they are not currently bearing fruit and do not exceed five inches in diameter.
      (3)   All limbs, brush, and the like must be natural wood plants or trimmed from those.
   (D)   Products that can not be chipped.
      (1)   Limbs with fruit.
      (2)   Leafy green plants.
      (3)   Garden waste.
      (4)   Weeds.
      (5)   Grass clippings.
      (6)   Various yard waste not of wood plants.
      (7)   Evergreens and vines.
   (E)   Procedure for chipping.
      (1)   Place your limbs at the curb for chipping.
      (2)   Place butts of limbs towards the road.
      (3)   Do not stack and/or twist limbs together.
      (4)   Lay limbs in neat rows.
      (5)   Please do not include evergreens or vines. The sap causes the machinery to seize up.
   (F)   Pick up day.
      (1)   Limb pick up will begin the first Monday of each month and continue until limbs are picked up.
      (2)   Pick up will begin each year starting in April and ending in October.
      (3)   Limbs must be set out no later than the Sunday evening before Monday pick up, or it will not be picked up.
   (G)   Amount of limbs for pick up.
      (1)   No restricted amount, but need to be stacked and placed accordingly.
      (2)   Charges will be based on time taken to collect and chip limbs.
         (a)   The first 15 minutes is free and a courtesy of the town.
         (b)   After the first 15 minutes, there will be a charge of $75 per hour.
   (H)   Storm damage pick up. The town will pick up limbs from a storm within a few days of the storm and the time limit will be waived and no charge will be made to resident.
