§ 30.20 VIOLATIONS OF RULES.
   If any member of the Council, when speaking, violates any rules of the Council, the presiding officer or any member may call him or her to order and such member shall thereupon immediately take his or her seat. The presiding officer or some member shall then indicate the rule violated, after which the violating member may proceed with his or her remarks. Should he or she, in the course of his or her remarks, a second time violate any rule of the Council and again be called to order, he or she shall not speak further upon the pending question, except by permission of two-thirds of the members present.
