§ 30.18 SPEECHES BY MEMBERS.
   When any member of the Council desires to speak or to present any matter to the Council, he or she shall arise to his or her feet, respectfully address “the President”, confine himself or herself to the question, and avoid personality. No member shall impeach the motive of any other member’s vote or argument, and no member shall speak more than once upon any question, until every other member desiring to do so shall have spoken, nor shall any member speak more than twice upon the same question, or more than five minutes at one time, except by unanimous consent of the Council.
