§ 30.16 EFFECTIVE DATE OF ORDINANCE.

All ordinances passed by the Council, requiring publication, shall take effect from and after the due publication thereof, unless therein otherwise expressly provided. Ordinances not requiring publication shall take effect upon their passage and signed by the presiding officer of the Council or passed over his or her veto.
