(A) If upon roll call it appears that a quorum is not present at a meeting of the Council, the presiding officer shall not declare the Council adjourned until 15 minutes after calling the roll, at which time if no quorum shall appear, he or she shall declare the Council adjourned for want of a quorum provided that upon the order of the members present.
(B) In the absence of the President, the Vice President shall preside at meetings of the Council.
