(A) A golf cart or an off-road vehicle may only be operated by an individual who holds a valid driver's license or is at least 16 and one-half years old and holds an identification card issued under I.C. 9-24-16 or a photo exempt identification card issued under I.C. 9-24-16.5.
(B) An individual less than 14 years of age may not operate an off-road vehicle on a public right-of-way.
(C) An individual less than 18 years of age who is operating or riding on an off-road vehicle shall wear a helmet that meets the standards established by the United States Department of Transportation.
