§ 74.09 BLOCKING CITY STREETS.
   (A)   It is a public nuisance and hazard for the public ways of the town to be blocked, by whatever means for whatever reason.
   (B)   It shall be unlawful for any person, business, corporation, public or private agency, to block or cause to be blocked, in whole or in part, any public street or alley of the town, except by reason of emergency or sudden mechanical failure.
   (C)   No loading or unloading of material shall be conducted on or from such public streets or alleys except within any area specifically designated as loading zones, by ordinance.
   (D)   Each person, business, corporation, public or private agency who participates in such violation will be deemed to be a separate offender; however, no individual person, business, corporation, public or private agency, shall be subject to more than one fine per occurrence, (i.e., a person shall be fined only once per occurrence and not in each of his or her roles).
