§ 53.03 DEPOSIT REQUIRED.
   The town may require a deposit to be made, in addition to or instead of the deposit described by § 50.03(B), the amount of which will be based on the character of the service desired, when the applicant for services is not the owner of the property or if there are special circumstances affecting the application.
