(A) Payment of service charges as specified above entitle the recipient to the service to the collection of refuse and garbage each week.
(B) Such service shall be restricted in the following manner.
(1) Containers shall not be more than 32 gallons, have tightly fitted lids and two handles and be constructed of sturdy leak proof material.
(2) Bags, full containers, individual articles or bundles of brush, shall weigh no more than 40 pounds.
(3) No article or item shall be longer than four feet in length or two inches in diameter.
(4) The following items shall not be included as acceptable for pickup:
(a) Liquids of any kind;
(b) Hot ashes;
(c) Broken concrete, asphalt, bricks, blocks, gravel, sod or earth; or
(d) Brush, tree trimmings and construction materials from a private contractor.
