§ 174.02 RESTRAINT OF ANIMALS.
   (A)   All animals shall be kept under restraint. For the purpose of this section RESTRAINT shall be defined as: Any animal secured by a leash or lead under the control of a responsible person and obedient to that person's commands, or within the real property limits of its owner.
   (B)   No person shall fail to exercise proper restraint.
   (C)   Whoever violates this section is guilty of a minor misdemeanor for the first offense; each subsequent offense is a misdemeanor of the fourth degree.
