(A) Providing for an animal pound. Any suitable place within or without the city limits may be established as the animal pound of the city by the Council.

(B) Impound of animals. The police officers of the city or persons as may be designated by the Council may take up and impound in the animal pound any animal found running at large, in violation of § 94.45 of this code, any dog found in the city off the premises of its owner without identification required in § 94.15, or any dog kept, harbored or running at large in violation of any provision in §§ 94.30 through 94.32, and shall provide proper subsistence for all animals so impounded.
