§ 94.31 BARKING; LEASHES; PROPERTY DAMAGE.
   (A)   Barking or crying. No person shall keep or harbor a dog which habitually barks or cries between the hours of 10:00 p.m. and 7:00 a.m. HABITUAL BARKING or CRYING shall be defined as barking for repeated intervals of at least five minutes with less than one minute of interruption. The barking must also be audible off the of the owner’s or caretaker’s premises.
   (B)   Leashes required. It is unlawful for the dog of any person who owns, harbors or keeps a dog to be off the premises of the owner at any time unless it is leashed with a leash no longer than six feet in length and the leash shall be held by the owner or the owner’s agent. The owner’s agent may be any person authorized by the owner to be in control of the dog. Any owner of a dog who shall violate this section shall upon conviction thereof be guilty of a misdemeanor.
   (C)   Property damage. It is unlawful for the dog of any person who owns, harbors, or keeps a dog to damage any lawn, garden, or other property.
