The Council may grant a special permit allowing a vehicle or vehicles to park on specified areas of city streets contrary to §§ 71.01 and 71.04 of this code where it finds that a severe hardship exists. The Council by resolution will establish the fees for a permit and the terms and scope of the permits. Permits will expire annually.
