Any person who violates any provision of this chapter is subject to all penalties provided for that violation. Except where a different, specific, or more particular penalty is provided or allowed with respect to any offense, any person guilty of a violation of this title shall be guilty of a misdemeanor. In addition to maximum misdemeanor penalties as established by state statute, upon conviction the violator shall pay to the city the cost of prosecution in any case.
