The Council may, by resolution, prohibit the operation of vehicles or impose restrictions as to weight of vehicles to be operated upon any street, whenever the street, by reason of deterioration, rain, snow, other climatic conditions, or for any reason, would be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weight thereof reduced.
