§ 33.03 CHIEF OF POLICE.
   The Chief of Police shall have supervision and control of the Police Department and its members. The Chief shall be responsible for law enforcement and for property of the city used by the Department. The Chief shall be responsible for the proper training and discipline of the members of the Department. The Chief shall be responsible for the keeping of adequate records and shall report to the Council on the needs of the Department and its work. Every member of the Department subordinate to the Chief shall obey the instructions of the Chief. The Council may designate one of the police officers as Acting Chief, who shall have all the powers and duties of the Chief during an absence or disability of the Chief. The Chief, if so appointed by the Council, shall also serve as the Emergency Management Director of the city and shall execute all duties of that office as required by state law and regulations.
