§ 33.01 ESTABLISHMENT.
   A Police Department is established. The head of this Department shall be known as the Chief of Police, who shall be appointed by the Council and be under the general direction of the Administrator-Clerk-Treasurer. The number of additional members and employees of the Police Department shall be determined by the Council by resolution which may be changed from time to time.
