§ 31.07 IMPLEMENTING CHANGE FROM ODD-NUMBERED YEAR ELECTIONS TO EVEN-NUMBER YEAR ELECTIONS.  
   Pursuant to M.S. § 205.07, Subd. 1, as it may be amended from time to time, to provide an orderly transition from the odd year election plan to the even year election plan, the following elections and adjustments of terms are adopted:
   (A)   2007 election, two Council members to be elected shall be elected to serve three-year terms expiring December 31, 2010, and mayor shall be elected to serve a two-year term expiring December 31, 2009;
   (B)   2009 election, two Council members to be elected shall be elected to serve three-year terms expiring December 31, 2012, and mayor shall be elected to serve a one-year term expiring December 31, 2010;
   (C)   2010 election, two Council members elected to four-year terms and mayor elected to two-year term; and
   (D)   2012 election, two Council members elected to four-year terms and mayor elected to two-year term.
