§ 96.05 PRIVATE USE OF AN UNOPENED RIGHT-OF-WAY.

Within an unopened right-of-way, nothing shall be erected, placed, or installed except for private improvements as authorized by § 96.06. Any such use by a private property owner authorized by § 96.06 is limited by, and subordinate to, the use of the right-of-way by the city or other persons authorized by Chapter 95 of this code for installation and maintenance of facilities.
