For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BOULEVARD. That area within the public right-of-way, located between the back of the street curb and the nearest lot line of privately-owned land.
UNOPENED RIGHT-OF-WAY. Any area in which the city has an easement for a street or alley right-of-way, but that the city has not opened to public travel.
