(A) The town shall seek to work with the county to establish common goals and objectives for stormwater management.
(B) The program shall be long-term, comprehensive, and cohesive.
(C) The town shall establish and maintain a budget for coordinating, planning, building, operating, repairing, extending, and improving flood control and stormwater facilities, systems, and services.
(D) As necessary, the town shall enact and enforce rules and regulations addressing:
(1) Prescription of the design criteria or service level for stormwater facilities, systems, and services;
(2) Establishment and collection of fees including plan review and inspection fees (such fees shall only be sufficient to cover the cost of such review and inspection);
(3) Setting of service charge rates, timing of service charge bills, and procedures for collection; and
(4) Protection of the drainage facilities, improvements, and properties controlled by the town and prescription for their appropriate use.
(E) The town shall periodically issue reports regarding the status of flood control and stormwater drainage services, and shall address in a timely manner drainage issues in the service area.
(F) The town shall periodically review policy for adequacy and completeness, and shall make recommendations for modifications and/or revisions to existing policy when necessary.
(G) The town shall develop and continue an ongoing program of drainage and flood control related in-service training for the staff. Topics shall be varied in nature and shall continue to expand the knowledge and understanding of the staff involved in any respect of stormwater management.
(H) The town shall designate personnel responsible for coordination and implementation of state and federal program requirements.
