All users of the sanitary sewer treatment and collection system of the town shall, on or before September 1, 2007, bring themselves into voluntary compliance with the terms and conditions of the ordinances of the town governing connection to, and use of, the sanitary sewer treatment and collection system of the town including, but not limited to, the requirements of this subchapter.
