Each retail customer shall pay a minimum monthly charge in accordance with the size of the water meter installed, and for which said customer shall be entitled to a minimum quantity of water per month. Usage of water in excess of the minimum monthly gallons allowed will result in the rates and charges for the quantity of water supplied during each monthly billing period.
