(A) The Clerk-Treasurer shall create and maintain a fund for deposit of contributions and donations from businesses, corporations, and individuals to be used to assist the town to defray the costs of construction of the town hall, and said fund shall be entitled the Town Hall Fund, Fund Number 104.
(B) The monies deposited in the Fund created herein shall not revert to the General Fund from time to time, but rather shall be nonreverting and continue perpetually until further order of the Town Council.
(C) The purpose of said fund shall be to accumulate contributions and donations from businesses, corporations, and individuals and to pay sums to assist the town to defray the cost of construction of the new town hall.
(D) Said Fund need not be appropriated, but the Fund therein shall be expended under the responsibility, approval, and direction of Town Council by approving properly filed claims in the regular legal manner as expenditures from this Fund.
