Metered potable water which does not enter the sanitary sewer system shall be exempt from debt service and user charges to the extent that such water is measurable and is reliably measured. The property owner shall be solely responsible for the acquisition, installation, maintenance, and replacement of all equipment necessary for metering water which does not enter the sanitary sewer system. Meters shall be purchased through the Osceola Water Works. All meter installations shall be subject to the International Plumbing Code and shall be permitted and inspected by the City of Osceola and the Osceola Water Works.
