The installation of the building sewer and its connection to the public sewer shall conform to the requirements of the State Plumbing Code, the laws of the State and other applicable rules and regulations of the City. A cleanout must be installed outside of all buildings and homes within one foot of the structure. No cleanouts will be permitted in the City right-of-way.
