52.03   CUTTING SPECIFICATIONS AND STANDARDS OF PRACTICE.
1.   Every owner shall cut, mow and maintain all grass, weeds and brush upon the owner’s property (whether vacated or non-vacated) and adjacent to the curb line or outer boundary of any street, which includes the parking area abutting the owner’s property, any time the vegetation reaches a height of more than 8 inches.
2.   Every owner shall cut, mow and maintain grass, weeds and brush adjacent to the curb line, including the parking area abutting the owner’s property, in such a manner so as to be in conformity with and at an even height with all other grass, weeds or brush growing on the remainder of the owner’s property.
3.   Every owner shall cut, mow and maintain grass, weeds and brush to the center line of any undeveloped City right-of-way, alley or street adjacent and abutting the owner’s property in such a manner so as to be in conformity with and at an even height with all other grass, weeds or brush growing on the remainder of the owner’s property.
4.   Nothing in this subsection shall be deemed to restrict the planting and cultivation of any crop raised or harvested for use or sale for agricultural purposes, such as corn, soybeans, hay or another generally recognizable agricultural crop on Commercial or Industrial land. Land located in Commercial or Industrial zoning must also comply by mowing any ROW that is located on or adjacent to the property to avoid any vision impedance.
5.   This subsection does not apply to grasses grown as agricultural crops on undeveloped property or to grasses growing in any area declared by the City Council to be natural woodlands or prairie habitat areas.
