The speed limit for all vehicles in all areas shall be 15 miles per hour except where otherwise posted. All driving shall be confined to designated roadways, drives or parking areas which are open and surfaced and designed for public transportation use. Access lanes and fire lanes used by City employees are not designated roadways for public use. No vehicle shall be permitted to stand on any roadway or drive or any part thereof in such a manner as to congest or obstruct the drive or roadway. Vehicles shall be parked only in designated parking areas. No vehicle exceeding a Class A license shall be permitted on area roads. Motorized bikes, scooters and cycles may be used. All vehicles are to be operated in a safe and proper manner. All regulations of City and State traffic codes shall apply to all areas.
